Ok. Just to shoot straight with you: Vegas really doesn't have a lot of cultural activities. Yet. But The District is making an attempt, and I give them mad kudos for it. Every so often, this shopping area hosts free festivals and concerts. You can check their website for a schedul of events.

And, the shopping is pretty good too.
