The cops haul this wrecked car out on big drinking weekends (st patty's in this case) down to the old town bar district to give a visual reminder to people that driving while intoxicated can be very dangerous. It's pretty obvious that it can, and the wreckage does create a bit of a visual impact, but I'm just naturally cynical about any surface oriented "consciousness" tactics when it comes to battling deeply ingrained habits, social pressure, testosterone fueled self confidence and especially substance addiction. They had a handful of cops sitting around making sure pedestrians weren't touching the wreckage, when they could have been doing almost anything else, just strolling the streets for drunks trying to get into their cars, would be a significanly better use of their resources.
