They envisioned a world-class facility that would create jobs, attract the regional community to a revitalized city center and provide a venue for major league sports, concerts, family attractions and community events of all kinds.
Everybody played a part. From the beginning, the City of San Jose has involved neighborhood groups, downtown merchants and civic and business leaders in the study of parking, traffic and a host of other vital issues.
In 1990, the San Jose City Council established the San Jose Arena Authority to oversee the operation and management of the building and to act as its liaison to the San Jose community.
The Arena Authority reports to a 12-member board of directors, comprised of many of the same dedicated people who contributed to the building's development. Included are representatives from the City Council, City Administration, the Redevelopment Agency (the developers of the building), the neighborhoods, the downtown merchants and members of the community at large.
No city in the world is more closely associated with high technology than San Jose, the capital of Silicon Valley. And no facility anywhere is a better showcase for architectural excellence and technological innovation than the HP Pavilion at San Jose. Outside, a shining stainless steel facade supports a magnificent glass pyramid entry, which soars ten stories above the ground. This league is considered tops in its class for High School students as well as a development league for kids entering high school the following year. The format for the league is:
* One game played per week
* Kids are not allowed to play on multiple teams
* Kids can play up in a division but not down
* All games will be played on Sundays with the first game beginning at 9:00am. and the last game starting at 6:00pm.
* Only kids elgible for the next years 2007 High School basketball season will be allowed to participate
* Teams will not be able to enter there high school teams. Teams must have a recreation team name or a name will be assigned by the league director. Teams must have a uniform jersey not affliated with a High School. Teams needing a uniform can contact Ken J. Nunes at nbn sports 408-275-9448 or email ken at knunes@nbnsports.com
* All team fees must be paid (in full) by February 20th or team will not be bracketed in the schedule. All checks must not be from the school or have the school name or logos printed on the check.

League Rules:
· 20 minute running time halves
· Stopped time the last 2-minutes of the 2nd half
· On all shooting fouls occurring on a 3pt shot, we will count the first one and shoot the 2nd for two
· 7 team fouls results in a 1 and 1
· If a player is fouled in the act of shooting a free throw will be shot 1 for 2
· After 10 team fouls, we will count the first and shoot the second
· The coaches will be allowed 2-timeout per half with no carry-over of timeouts. All timeouts are 45 seconds
· Clock will stop during free throws but If any team is ahead by 10 points or more going into stopped time (last 2 minutes), time will not be stopped.
· Technical foul are awarded automatic two points with no free throw shots taken
· Any technical foul called on a player during the league-results in an automatic ejection for the remainder of that game.
· Any spectator, who is deemed overly vocal or unsportsmen-like, by either the referees or the tournament director, will be asked to leave the gym immediately. Coaches are asked to help control this.
· We will have 2 referees per game
· The last two minutes of the 2nd half is regular High School rules apply.
Overtime Rules:
· Overtime will consist of a 2-minute (stopped time) period. If the score is tied at the end of regulation, we will begin sudden death (first team to score).
· Each team is allowed a 45 second timeout in overtime only (no carryovers)
